An indigenous mobile content aggregator, 70th Precinct Limited, is offering a new SMS news service that allows cell phone users to get up-to-date Voice of America news headlines and emergency messages through three of the country?s major mobile providers.

A statement on Monday said VOA had recently signed an agreement with 70th Precinct in Abuja.

The Director,? VOA, Mr. David Ensor, who signed the agreement, said, ?SMS is one of the most popular forms of mobile communication in Nigeria and VOA is one of the most popular international broadcasters in the country.

By putting our Hausa language news updates out as SMS messages on mobile phones, we give our audience the news they want on a platform they like.?

The Chief Executive Officer, 70th Precinct Limited, Mr. Osamede Umweni, who also signed the agreement for his company, said, ?The VOA service would be landmark one in the sense that it would be the first time a major news agency would deliver up to the minute news in Hausa language via the SMS format.

?The service would cater for over 21 million Hausa language listeners in Nigeria?

The SMS headline service, according to him, has been undergoing tests in Nigeria for the past month.

He said the VOA regional and international headlines were currently being? updated three times a day, seven days a week, and are available on MTN, Airtel, and Etisalat.

The Interactive Voice Response service, he explained, would also be inaugurated in the next few weeks.

?Here subscribers can listen to daily headline news on their mobile phone anywhere they are from a source that they can trust,? Umweni said.

The Senior Web Editor, Africa Division, VOA,? Mr. Stephen Ferri, said SMS was not only a popular way of communicating; it was one of the most reliable in an emergency.

?When other communications systems break down, SMS will probably still work.? We have seen this in other countries where our audience expanded sharply in a crisis, because SMS was the only way to get news,? he said.

In the same vein, the Director, Broadcasting Board of Governors? Office of Digital Design and Innovation, Rob Bole, described mobile as ?one of the most important new ways for international broadcasters to reach audiences.?

Bole is exploring ways to expand the use of mobile to reach African audiences across the range of platforms, from simple feature phones to high-bandwidth Internet-capable devices.

In addition to mobile service, VOA broadcasts to Nigeria on radio, television and the Internet. Many affiliate stations carry VOA Hausa language programmes.

Research conducted for the BBG shows that one in three Hausa language speakers listen to VOA radio at least once a week.

North Korea cuts off hotline with South Korea

SEOUL (Reuters) - North Korea has cut off a Red Cross hotline with South Korea as it escalates its war of words against Seoul and Washington in response to a military drill in the South and U.N. sanctions imposed for its recent nuclear test.

The North had threatened to cut off the hotline on March 11 if the United States and South Korea did not abandon their joint military exercise.

The Red Cross hotline is used to communicate between Seoul and Pyongyang which do not have diplomatic relations.

"We called at 9 a.m. and there was no response," a government official from South Korea said. The line is tested each day.

Pyongyang has also threatened to cut off a hotline with U.N. forces in South Korea, at the border "truce village" of Pammunjom.

Tensions on the Korean peninsula have risen since the North conducted a third nuclear test on February 12, prompting new U.N. sanctions.

South Korea and U.S. forces are conducting large-scale military drills until the end of April, while the North is also gearing up for a massive state-wide military exercise.

North Korea has accused the United States of using the military drills in South Korea as a launch pad for a nuclear war and has threatened to scrap the armistice with Washington that ended hostilities in the 1950-53 Korean War.

The North has threatened a nuclear strike on the United States, but such a threat has been dismissed as rhetoric by analysts, as the North does not have the military capacity to reach the United States.

The North is viewed as more likely to stage some kind of attack along a disputed sea border, if it does anything at all, rather than risk a war with South Korea and the United States, which it would lose, according to most military assessments.

North Korea threatens 'preemptive nuclear attack' on US as UN readies new sanctions

North Korea upped the ante in its vitriolic rhetoric today, threatening to launch a preemptive nuclear strike against the US and other "aggressors," just hours ahead of the United Nations Security Council's expected vote to implement harsh new sanctions against the regime.

According to North Korea's state news agency, a foreign ministry official warned that?"Now that the US is set to light a fuse for a nuclear war, (our) revolutionary armed forces... will exercise the right to a preemptive nuclear attack to destroy the strongholds of the aggressors," writes Agence France-Presse. The official also said that a second Korean war is "unavoidable."

AFP notes that while North Korea claims to have missiles capable of delivering a nuclear warhead to the continental US, they have yet to successfully demonstrate such technology. Most observers believe that North Korea is many years away from such a capacity.

North Korea's latest threat comes amid growing international concern ? including that of longtime ally China ? over the country's continued nuclear testing, its third such test occuring last month. In response, the US and China negotiated a tightening of sanctions against the regime, which is expected to pass later today at the UN Security Council.?

The Monitor reported yesterday that while probably not ready to impose sanctions strong enough to destabilize the Kim regime, China was angered by the decision to follow through with last month's weapons test in spite of Beijing's direct requests otherwise.

The resolution due to be approved Thursday will make it harder for North Korean diplomats to transport large quantities of cash, which they are forced to do by existing financial sanctions that make banks unwilling to deal with Pyongyang.

The resolution will also step up the inspection of North Korean imports and exports, so as to crack down on Pyongyang?s purchase of technology that could help its weapons program and on North Korean military sales abroad.

The sanctions will prohibit the sale of luxury items such as yachts and racing cars to North Korea, in a bid to deny the country?s rulers some of their toys.

Still, experts are dubious that the sanctions will make much difference.

David Kang, an expert on North Korea at the University of Southern California, told the Monitor that "There is zero chance that this new resolution will have any effect on North Korean behavior. Pressure does not work on North Korea."

The sanctions' passage is unlikely to end North Korea's bellicose rhetoric in the coming days, as the US and South Korea are set to engage in two months of war games starting next week. Pyongyang warned on Tuesday that if the games were held, North Korea would "completely nullify" the armistice that has held since the Korean War unofficially ended in 1953. An official peace between North and South Korea has never been enacted.

"The war exercise being done by the United States and the puppet South Korea is a systematic act of destruction aimed at the Korean armistice," the KCNA quoted a top military official as saying.

But the Monitor noted that North Korea's threat "rings hollow," as the government made a similar declaration in 2009 amid an earlier round of international pressure over its nuclear weapons program.

?Maybe North Korea should check its files, because they already abrogated the armistice in May 2009,? says Bruce Klingner, a Northeast Asia expert at the Heritage Foundation?s Asian Studies Center in Washington. ?They said at the time they had abrogated it and were no longer bound by it,? Mr. Klinger says, ?so I guess you could say history is repeating itself.?

CAIRO ? A court order to suspend parliamentary elections has been welcomed as a victory for the rule of law in Egypt and a rebuff to recent power grabs by the country?s president, Mohamed Morsi.

The Egyptian Administrative Court ruled Wednesday that elections for a lower house of parliament, scheduled to begin April 22, should be indefinitely postponed. By doing so, they overturned an earlier presidential decree, undermining Morsi's political authority.

The court claims that the Shura Council, which bears legislative powers until a lower house is elected and instituted, made amendments to election law and sent it to the president's office without clearing them with the court.


Political uncertainty and unrest have gripped Egypt for months, as economic difficulties compound public concern that Morsi, a figurehead of the Muslim Brotherhood, is taking the country increasingly toward Islamic rule.

?

Opposition groups, represented by the National Salvation Front, welcomed the court?s decision.? They had already planned to boycott the elections, calling them anti-democratic and accusing them of being biased in favor of the Muslim Brotherhood and its affiliated Freedom and Justice Party (FJP).

"We have?succeeded?in halting elections in order to correct the constitutional shame that has struck our constitution ever since new articles were added without being presented to the constitutional court," Ahmed Mahran, a law professor and Director of the Cairo Centre for Political and Legal Studies, said in a statement.?

Mahran said he believed the Shura Council and the presidency had to be kept in check by the power of Egypt's judicial law.

"Those who presume to respect the law, constitution, and judiciary decisions must prove the truth of their allegations," he added.

?To those who think of Egypt as their estate: We will protect Egypt from the?pretenders?and their perfidy, and continue to confront political thuggery with the law??

Wednesday?s ruling can be appealed, but the FJP has already indicated it will accept the decision ? a move that left many experts questioning whether the group had a change of heart.

Political commentator and publisher Hisham Kassem believes Morsi has been forced to abide by the court's decision in order to save his own future.

Kassem said the president has been raising the political stakes ?until it backfired and put him in a corner and it looks like he is going to pay the price for his previous mistakes.?

He added: "Today's newspaper headline reads, 'The Court halts parliamentary election and the presidency respects the process.'? That should not be a headline."?

In other words, Kassem believes Morsi wouldn?t ordinarily respect rule of law ? unless, as he said earlier, it?s to Morsi's benefit.??

But some think Morsi?s acquiescence to the court ruling is linked to his meeting last week with Secretary of State John Kerry.

"John Kerry?didn't come [to Egypt] to vacation?but to tap [Morsi] on the head and say 'get your act together, make concessions to the competition, this is not the environment for free and fair elections,'" said Mona Makram Ebeid, a political science professor, Coptic Christian and member of the Shura Council.

"We are still very dependent on the U.S. so I think this was the real message. It came the day after Kerry left," Ebeid added.

But Kassem thinks U.S. leverage is not enough to bail Morsi out of Egypt's growing economic and political quagmire.

"Kerry did speak to him about having to abide by political consensus,? he said. ?I do not know whether it had impact, but at this point Morsi is damned, nobody can save him."

CARACAS, Venezuela ? Hugo Chavez did something a bit strange last summer.?

He secretly sent a team of forensic scientists to open the coffin of independence hero Simon Bolivar and exhume his remains.

The Venezuelan president wanted to investigate exactly how Bolivar, who was instrumental in driving the Spanish out of Latin America, died almost two centuries ago.

While most historians say tuberculosis killed Bolivar when he was 47, Chavez had another theory. He suspected that Bolivar was poisoned.


Tens of thousands of grieving Venezuelans lined up for miles in the streets of Caracas to pay their respects to the open coffin of Hugo Chavez.  ITV's Matt Frei reports. 

At the time, Chavez was campaigning to win another term as president of Venezuela.

Just weeks earlier, the Venezuelan president had declared himself "free, free, totally free," of the cancer that killed him on Tuesday. It was the second time Chavez would claim he was cured.

Throughout his 14-year rule, Chavez often evoked Bolivar's image, claiming his socialist state was just the next stage in Bolivar's campaign to liberate the continent from outside domination.

Chavez made a big show of the investigation on national TV, even showing footage of Bolivar's skeleton while playing the national anthem. "Viva Bolivar," said Chavez. "The great Bolivar has returned!"

Chavez then decided to build a $150 million grandiose monument at the National Pantheon in Caracas to house Bolivar's remains. At the time, Chavez said the aim was to "glorify Bolivar."

Perhaps he had his own final resting place in mind as well.

Under Venezuelan law, only national heroes are bestowed the honor of repose at the National Pantheon, and any candidate must have died at least 25 years earlier.

Already, a national campaign has begun in Venezuela to lay Chavez's remains alongside his beloved Bolivar. There are even loud whispers of initiating a national referendum to vote on changing the Constitution to amend the 25-year rule.

Some of Chavez's supporters allege another thing may unite the two men.

Venezuelan Vice President Nicolas Maduro promised the government would launch a "scientific investigation" into suspicions that Chavez was poisoned. Who would be responsible? Maduro blamed "the country's historical enemies."

Time will tell if the investigation into Chavez's illness reveals anything nefarious behind the cancer that killed him. They couldn't prove much testing Bolivar's remains.

"We could not establish death was by non-natural means or by intentional poisoning," the Chavez government admitted.

For Chavez, that didn't matter. To the day he died, he continued to believe there had been a "great farce" and "cover-up" of Bolivar's death.?

"They killed Simon Bol?var. They murdered him and, even though I don't have proof, the circumstances in which he died point to that," he concluded.

Chavez's supporters are now on the hunt for their own smoking gun.

'I'm the poorest sultan in the world'

MANILA, Philippines (AP) ? Unlike many other Muslim royalties basking in grand palaces and opulent lifestyles, Sultan Jamalul Kiram III's kingdom sits in a rundown two-story house in a poor Islamic community in Manila, the only hint of power and glory the title attached to his name.

"I'm the poorest sultan in the world," the ailing Kiram, 74, told The Associated Press in an interview in his residence in Maharlika village in the Philippine capital.

Although largely forgotten and dismissed as a vestige from a bygone era, Kiram's sultanate, once based in the southern province of Sulu, has sparked the biggest security crisis in Malaysia and the Philippines in decades -- early last month, he sent his younger brother with about 200 followers, dozens of them armed, by boat from southern Philippines to a village in Sabah state in neighboring Malaysia to claim the land the sultanate insists belongs to them.

A stunned Malaysia, which runs the frontier resource-rich region of timberlands and palm oil plantations as its second-largest federal state, poured in elite police and army troops and called in airstrikes to quell what it saw as an armed intrusion.

After weeks of sporadic clashes that killed 19 intruders and eight policemen, troops launched a full-scale assault Tuesday, codenamed "Operation Sovereign," but failed to account for most of the Filipinos, who according to the Kiram family were unhurt.

Malaysian forces shot and possibly killed one of the men, who appear to be trying to escape the area, police said. Home Minister Hishammuddin Hussein said later Wednesday that security forces combing the area found 12 bodies. However, it was not clear if they died in Tuesday's strike or in the previous weeks of clashes.

The crisis has tested the neighbors' friendly ties and hit the leaders of both nations at a delicate time politically.

The Kirams claim Sabah has belonged to their sultanate for centuries and was only leased to Malaysia, which they say pays them a paltry annual rent of 5,300 Malaysian ringgit ($1,708). Malaysian officials contend the payments are part of an arrangement under which the sultanate has ceded the 74,000 square kilometers (28,000 square miles) of Sabah territory to their country.

Philippine presidents have relegated the volatile feud to the backburner despite efforts by the Kirams to put it back to the national agenda. The Feb. 9 Sabah expedition by the sultan's younger brother, Agbimuddin Kiram, and the ensuing violence have resurrected the long-dormant issue with the murky history beyond anybody's expectations.

One big obstacle for the Philippines is a number of the Kiram heirs, all claiming to be the rightful sultan. That put the government in a quandary on who to deal with for the Sabah claim to be pursued, historian Manolo Quezon IIII said.

Overrun by history, the Kirams carry royal titles and nothing much else.

"When I was a child, I thought 'princess' was just my name because when you're a child, your idea of being a princess is one with a crown, a palace, a carriage," said Jacel Kiram, a 35-year-old daughter of the sultan, who is regarded a princess.

At his Maharlika village home, the sultan, who has failed kidneys and a heart ailment, struggled with slurred speech to proudly recount the saga of his clan's empire based in the Sulu archipelago in the southern Philippines. Chinese and European leaders, he said, once sent vassals to pay homage to his powerful forebears. The Sulu sultanate, which emerged in the 1400s, preceded both the Philippine republic and Malaysia by centuries.

The exploits of the sultanate's native Tausug warriors were so legendary, the Brunei sultan at the time sought their help in putting down a rebellion in the 1600-1700s. When the uprising was crushed, the Brunei sultan handed over Sabah ? then part of Brunei ? to his Sulu counterpart as a gift of gratitude.

A Filipino sultan later leased Sabah to a British colonial-era company. The territory was later annexed by Britain. In 1963, six years after colonial Malaya gained independence, Sabah voted to join the new Malaysia.

The Sulu sultanate had steadily declined through the centuries, its power passed on to a succession of leaders and heirs. Jamalul Kiram III is the 33rd sultan and a symbolic leader with followers in Sulu and nearby southern provinces, which are among the country's poorest and are troubled by Muslim rebels, al-Qaida-linked extremists and outlaws.

Born in Sulu's far-flung Maimbung town in 1938, Kiram is a beloved leader who in his youth turned to dance and singing and played sports, including his favorite, tennis. He once worked as a disc jockey in a Jolo radio station. He took up law but failed to take the bar exams when he joined a prominent cultural dance group in the 1960s, according to his wife, Fatima Celia.

He also ran for senator in 2007, backed by former President Gloria Macapagal Arroyo ? a tacit recognition of his sultanate leadership ? but lost, leaving his family in debt due to the high campaign expenses, she said.

Last year, the sultan was diagnosed with failed kidneys and began to receive dialysis treatment, causing family members to miss out on monthly payments for their house, which they nearly lost had friends not helped out, Celia said.

Since then, Kiram has mostly been sidelined to his bedroom, which resembles a hospital unit with two oxygen tanks and serves as an office where he met visitors and followers seeking all sorts of help.

In his younger years, Kiram said he traveled often to Sabah. "It's really very rich," he said of Sabah. "When I'm in Sabah, I feel at home."

Sabah and Sulu are separated by a narrow strip of the Sulu Sea that at its shortest span can be traversed by boat in 30 minutes. The two provinces have shared traditional ties, and people, who are of the same ethnic stock, frequently travel back and forth.

Some 800,000 Filipinos, mostly Muslims, have settled in Sabah over the years to seek work and stability.

Although tensions between the two communities are not uncommon, it is feared that the Kiram's claims and the violence over the past week will sour relations further and could lead to retaliation against the long-staying Filipino settlers.

It was his decrepit sultanate's inability to help out Filipino followers, who are seeking work and greener pastures, that he said prompted him to allow his brother to lead a first batch of settlers to relocate in a village in Sabah's coastal district of Lahad Datu, the event that triggered the three-week deadly standoff.

Worried about straining relations with affluent Malaysia, Philippine President Benigno Aquino III has walked a delicate tightrope, careful to avoid a collision course with Malaysia and at the same time reach out to the Kirams, who accused him of mishandling the crisis and siding with Malaysia. The Sabah standoff erupted as Aquino was grappling with a separate rift with China over contested South China Sea territories.

Malaysia has also brokered peace talks between Manila and the largest Muslim rebel group in the southern Philippines. Both countries are founding members of an influential regional bloc, the Association of Southeast Asian Nations.

In Malaysia, activists have called for tougher border security and immigration policies in Sabah, presenting a major political challenge to Prime Minister Najib Razak's ruling coalition, which faces general elections that must be held by the end of June.

James Chin, political science lecturer with Monash University in Malaysia, said that the crisis could spell trouble for Najib if the Filipino community in Sabah and Sarawak states, many who have assimilated into Malaysian society and hold identity cards, vote against his ruling coalition.

Sabah and Sarawak on Borneo jointly account for a quarter of parliamentary seats and are key to a victory for Najib's coalition.

The Kirams said the sultanate wanted the Philippine government to pursue their claim to Sabah, but successive presidents have ignored their plea.

Many stories of poor Filipinos illtreated by Malaysian authorities in Sabah provided the final straw, Kiram's wife said.

"It's good if they were placed in jail," she said. "The problem is they are caned, they are punished and then deported ... we couldn't do anything."

The sultan said his followers being hunted in Sabah were fighting for their rights and honor, something profoundly important among his followers. The Malaysians could wipe them out but the problem won't go away, his wife said.

"They would be replaced by others and generations more to come," she said.

Gov. McCrory: MetLife bringing 1,300 new jobs to Charlotte

RALEIGH, NC (WBTV)- NC Gov. Pat McCrory announced Thursday that MetLife, Inc., a leading global life insurance and employee benefits company, intends to create 2,600 jobs in Charlotte and Cary by the end of 2015.

The company expects to invest, or cause to be invested, $125.5 million into its new Mecklenburg and Wake County campuses.

"We're proud that a strong corporate partner like MetLife has decided to invest in North Carolina," Gov. McCrory said in a news release. "These jobs will complement our financial services sector in Charlotte and our high-tech hub in Wake County, two distinct sectors we want to expand."

Thursday's announcement of more than 2,600 jobs by the Governor is the largest jobs announcement in recent North Carolina history, according to the release.

Charlotte Mayor Anthony Foxx released a statement after the announcement. He said, "On behalf of the City of Charlotte, I'm thrilled to welcome MetLife to our community and proud that the company pointed specifically to our robust infrastructure and deep talent pool as key factors in its decision to come here.? In a span of just over two weeks, Convergys has announced it will create more than 1,600 new Charlotte jobs, AREVA has announced it will move its North American headquarters here, and now MetLife has said it will create more than 1,300 jobs in our city.? The state Economic Investment Committee voted earlier today to award a Job Development Investment Grant (JDIG) to MetLife. JDIGs are awarded only to new and expanding businesses whose benefits exceed the costs to the state and would not be undertaken in North Carolina without the grant.

Under the terms of the company's JDIG award, MetLife is eligible to receive up to twelve annual grants equal to 75 percent of the state personal income tax withholdings from the eligible new jobs created since the date of the initial award. Receipt of each annual grant is based on state-certified proof that the company has fulfilled incremental job creation and capital investment requirements.

Over twelve years, the JDIG award could yield aggregate benefits to MetLife of up to $87.2 million.

As much as $29.09 million in additional funds from the company's JDIG award could be added to the state's Utility Fund for infrastructure improvements in economically distressed counties.

When a JDIG is awarded to a company whose site is located in the state's more economically prosperous counties such as Mecklenburg and Wake, 25 percent of the company's grant is allocated to the Utility Fund to encourage economic development in less prosperous counties. Brendan Dineen, Director of Marketing for IBM in the UK & Ireland, has been appointed Visiting Professor at Portsmouth Business School.

In addition to his role at IBM, Professor Dineen will spend three years at the University of Portsmouth sharing insight, skills and experience gained in a career that has seen him play leading marketing roles in the UK, North America, China, South Africa and across Europe.

Outside IBM, Professor Dineen recently spent two years on secondment to the Mayor of London?s business team as Director of the 2012 Games. In this role he was asked to develop and implement the marketing strategy to attract foreign direct investment into the capital as a result of the Games.

The Business School at Portsmouth offers a selection of courses in sales and marketing at undergraduate and post-graduate level and currently has more than 350 students.
